Isaiah's depiction of Christ as the coming king is that He will reign righteously. A look at my Hebrew-Greek Keyword Study Bible defines the word "righteousness" in 32:1 as meaning "not deviating from the standard of fairness." In other words, Christ will judge according to the truth and without any sort of partiality. When He judges, we will all be on the same playing field, and we will all be evaluated with the same measure. And since none of us can live up to the standard by which we will be measured, it is those who are covered by Christ's blood who will be found acceptable. It has nothing to do with good works (after all, who's to say how good is good enough?), and it has everything to do with the person in whom we put our trust.
