Who draws near first? (Zechariah 1-5)

In this passage there appears to be a different message about how we come into a relationship with God than what is spoken of in the New Testament.  When Jesus walked the earth, He pursued those people who were going to be His disciples.  Even the Apostle Paul was struck on the Road to Damascus and brought into a relationship with God.  Here in Zechariah, however, we read that the people need to return to God, and He will return to them.  Rather than seeing Scripture as saying two different things, I think the word "return" is the key.  God initiated the relationship with Israel, and they brought it to an end.  He was waiting for them to turn back to Him.
